Join QTC as Executive Director, Economics, Sustainability and External Engagement, part of QTC’s Funding and Markets Division.

Reporting to the Managing Director, Funding & Markets you will be responsible for thought leadership on sustainable funding, economic research and markets. You will play a pivotal role in shaping QTC’s planning and delivery of the government’s annual borrowing program, ensuring alignment with government fiscal, financial and sustainability objectives.

The role holds accountability for embedding sustainability and ESG considerations across QTC’s funding, investment and market engagement activities. As a member of the Funding and Markets Leadership team, you will contribute to the success and growth of the Funding and Markets Division by providing strategic leadership to enhance transparency, trust and market confidence. You will be instrumental in achieving the delivery of high quality economic and financial research to support strategic decision making.

This is a high impact leadership position and is central to maintaining and strengthening QTC’s reputation as a world class financial partner of government.

About The Opportunity

Economics and Research

  • Provide strategic direction on the frameworks applied by the Economics and Research team, ensuring they are fit for purpose, robust and aligned to appropriate risk appetites.
  • Provide thought leadership on fiscal and economic conditions impacting the state’s funding program.
  • Lead and guide the delivery of forward looking economic, fiscal and financial market research, analysis and insights to inform strategic decision making and advice for various internal and external stakeholders.
  • Contribute to QTC’s Data and Technology strategy to ensure that QTC’s Economic, data platform and modelling are evolving to meet the needs of the organisation in responding to the requirements of QT and our clients.

Communications and External Engagement

  • Lead the development and implementation of stakeholder and communications engagement strategies for FMD, ensuring alignment to QTC’s strategic direction and key priorities.
  • Oversee QTC’s external communications to enhance QTC’s reputation and position QTC as a world-class financial partner of Government.
  • Oversee the advice provided to Board and the Executive Leadership team on relevant matters.

Sustainability

  • Lead the development and implementation of QTC’s Sustainability Strategy ensuring coordination across all divisions of QTC.
  • Oversee the evolution of ESG frameworks and necessary reviews, to ensure alignment with Government priorities, stakeholder and investor expectations.
  • Lead initiatives that support the integration of ESG principles into capital markets activity, sustainable finance frameworks and investor relations strategies.
  • Champion sustainability as a key consideration in investment engagement, decisions and advisory services and engage externally where appropriate.

Leadership

  • Guide and align the work of each business unit within the areas of focus to support and align to strategic direction, corporate plans and KPIs.
  • Provide advice to the Executive Leadership Team, Board and relevant external stakeholders on economic outlooks, market conditions and investor sentiment.
  • Represent QTC at various forums, instilling confidence in the organisation’s reputation.
  • Lead and inspire a highly engaged team, aligned to corporate and divisional strategy and role model QTC’s values of Integrity, Accountability and Growth.

Risk Management

  • Ensure all activities within span of control meet regulatory and other important obligations.

You Will Bring

  • Deep understanding of funding and debt markets and funding instruments both domestically and globally.
  • Deep understanding of the political landscape and the interdependencies between internal and external stakeholders.
  • Knowledge of macroeconomic policy, financial frameworks, public sector financial management and credit rating frameworks.
  • Demonstrated experience in execution of the defined strategic direction.
  • Demonstrated ability to identify risks and opportunities.
  • Represent QTC on Committees and Forums internally and externally.
  • Strong understanding of sustainability and ESG frameworks, trends in sustainable finance and capital market expectations.
  • Proven ability to lead senior professional and technical teams in a high impact way.
  • Outstanding stakeholder engagement, communication, negotiation and influencing skills.
  • Flexibility and adaptability to change, open to innovative ideas and able to adapt to changes in the outlook, funding, investor and broader landscape.
  • At least 15 years’ experience in relevant roles and sectors, with proven experience at an Executive Level in financial markets, treasury or related public sector area.
